Now that our "House of Origin" deadline passed on May 31, we are now hearing State Senate bills that were passed over to the Assembly and vice versa. Two of our bills, AB 467: Sports Prize Equity and AB 1607: Small Business Notification were both heard and passed out of their respective policy committees this week!

Thursday, we also took a big vote on the State Budget. While the negotiations were tough, we are happy to report that we passed a fiscally responsible budget that also addresses some of the big issues like expanding healthcare and increasing overall funding for education, including special education and higher education, as well as adding 15,000 new slots at our UC's and CSU's for California students. In next week's newsletter, we'll take a deeper dive into what this budget means for our region. In the meantime, here is my statement on the 2019-2020 budget compromise.

• I joined with County Supervisor Nathan Fletcher in issuing a letter calling on Tri-City Medical Center to provide a detailed plan in the next 30 days, as to when emergency mental health services will be reinstated at their center. With every other state and local agency in San Diego working to find ways to address the need for more mental health resources, it is an unconscionable abdication of Tri-City Medical Center’s duty to serve the public when it shut down these critical emergency behavioral health services in October 2018.  If Tri-City Medical Center doesn’t provide a detailed plan as to when mental health services will be reinstated then we will pursue further legislative action, including a state audit.

• I had a great time at the North County LGBTQ Resource Center’s Annual “Leading with Love” Gala which raises funds for thousands of North County residents the resource center helps each year through various programs including support groups for youth, seniors, military service members, HIV/AIDS testing and prevention, counseling, civil rights advocacy, classes, and workgroups.
  
  
  
• On Saturday, I joined Crown Heights residents at the Annual Crown Heights' Community Fair in Oceanside to introduce myself and enjoy the family friendly activities and street fair hosted by various community organizations including North County Lifeline and MiraCosta Community college.
  
  
  
• I attended the 18th Annual Filipino Cultural Celebration, where I recognized five Oceanside high school seniors who each received a Filipino American Cultural Organization scholarship for the academic achievements.
  
  
  
• Field Representatives Carol Waldman and Alex Kiwan attended the 2019 Excellence in Special Education Awards to honor the teachers, administrators, students and parents from schools throughout coastal North County who create an inclusive and supportive school environment which allows students with disabilities to succeed.
  
  
• District Director Katie Sadd recognized Oceanside resident Edward Becerra at the Annual Molina Healthcare Celebration for his dedication to increasing children's literacy and inspiring a love of learning in students through his organization Education Begins in the Home, which distributes free books in both English and Spanish to schools throughout North County.
  
  

• AB 467,  Sports Prize Equity “Equal Pay for Equal Play”  that requires all athletic competitions held on state lands to offer equal prize compensation regardless of gender, passed out of the Senate Committee on Natural Resources and Water by a 7-0, bipartisan vote!

• AB 1607, my bill to require cities and counties to notify new business owners of the Gender Tax Repeal Act at the time a business license is issued to reduce costly fines, passed out of the Senate Judiciary Committee unanimously on Tuesday morning.
  
  
• AB 893, a bill I have co-authored with Assemblymember Todd Gloria to ban the sale of guns and ammunition at the Del Mar Fairgrounds, passed out of the Senate Committee on Public Safety by a 5-2 vote.  
  
  
• As co-author of AB 16, I was proud to join Assemblymember Luz Rivas, who introduced the bill, along with my Assembly colleagues and State Superintendent of Public Instruction Tony Thurmond at a press conference in support of this important legislation to increase support for homeless children in California.

• In honor of California Nonprofits Day, I was thrilled to honor Operation HOPE North County on the Assembly floor. Operation HOPE based in Vista works to break the cycle of homelessness for families by offering safe shelter and support programs managed by a case worker who provide the tools for these families to have a stable and sustainable future.

• Last week, the Assembly passed a resolution commemorating the 100th anniversary of Congress passing the 19th Amendment which gave women the right to vote.

• Increasing transparency and reducing the profit motive in sober living homes, helping to identify the bad actors
• Strengthening our public education system, while ensuring great performing schools still positively contribute to our kids’ educational needs
• Increasing trust and safety between law enforcement and our communities
• Increasing plastics recycling and incentivize good jobs in California
• Reforming our CalGrant system so that students, families and veterans have an opportunity at debt-free college

These bills are now in the Senate where they will go through a policy committee process similar to the Assembly committee process, then to the Senate floor for a vote. If the bills are changed, they will come back for approval by the Assembly before heading to the Governor’s Desk to be signed into law.
